SV/DS casting crossover squee

The episode of Smallville that guest-stars Callum Keith Rennie? It also guest-stars Anne Marie Loder, better known to due South fans as Stella Kowalski.
It's SV 5.18 -- "Fragile" -- ( and I'm cutting for spoilers. ) It's kind of a crap episode, though I did like Lois's description of Callum's character: "Good-looking, in a psycho-killer kind of way." And CKR and Loder don't get to share any screen time, which is sort of a pity. Because it can't possibly be a coincidence that Ray and Stella were both cast in the same episode. Can it?
Who's in charge of casting the guest actors in a series, anyway? Does the episode director have any say in that, or do they just have to work with who they're given? The question only comes to mind because this episode was directed by Tom Welling, and I kind of enjoy the thought that maybe he's a big Due South fan himself.
